Responsibilities

• Creates internal standard operating procedures to ensure and maintain adherence with regulations and policies.

• Serves as the property management resource for government regulations and contract compliance requirements and educates MERC personnel accordingly.

• Understands and ensures MERC’s adherence to Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), ETOOLS for Loss, Theft, Damage, and Destruction (LTDD), and Plant Clearance Automated Reutilization Screening Systems (PCARSS).

• Regularly monitors property and contract provisions to ensure compliance, and to determine if MERC’s current policies, procedures, and resources provide adequate compliance.

• Reviews potential contracts to determine if MERC’s current policies, procedures, and resources provide adequate compliance.

• Serves as the focal point for all internal and external property audits, including annual property reporting and Property Management System Analysis (PMSA).

• Prepares any reports and documentation for internal and external audits.

• Manages and maintains inventory records for all contract and MERC property/ assets.

• Conducts periodic inventory checks and property audits with program managers or designee.

• Conducts Contractor Self-Assessments (CSA) to ensure adequate control and care of property, and to evaluate current policies and practices, and recommends process improvements.

• Manages and maintains all government, commercial, and MERC property that is the responsibility of MERC, to include:

• Ensuring subcontractor property is properly managed, maintained and controlled.

• Creating records for newly acquired property;

• Tagging all property;

• Updating necessary databases;

• Tracking movement/transfer of property;

• Managing any disposition or abandonment of property.

• Completes necessary paperwork for disposal of any property and assists in the preparation of contract closeout documentation for property.

• Acts as a resource for purchasing personnel for the procurement of property and equipment.

Required Qualifications

US Citizenship is required.

• Ability to obtain and maintain a DoD Security Clearance.

• A Master’s degree; or an undergraduate degree and 3 years of directly related experience; or a high school diploma and 5 years of directly related experience.

• Excellent oral and written communication skills required.

• Proficiency with Microsoft Office applications.

Preferred Qualifications

Certified Professional Property Specialist (CPPS) or Certified Professional Property Administrator (CPPA) is preferred.
