- Responsible for assessing, initiating, and managing the complete compliment of leading-edge technical efforts for Electronic Warfare Product Area.

-  Responsible for leading multidiscipline teams in proposing, defining, designing, and performing detailed high-risk engineering efforts broad in scope involving significant resources, risks, and/or integrating diverse disciplines to achieve unique performance through previously unproven technological innovations/combinations. 

- Duties include managing assigned contracts and/or technical teams to provide analysis of new and innovative applications, processes, and products, perform technology evaluations, propose, investigate & define advanced technological implementations, implement risk reduction & feasibility efforts of alternate technological implementations, and implement advanced technological and engineering approaches to satisfy customer needs.

- Responsible for originating, defining, organizing, conducting, and achieving cross-functional engineering support that achieves unique functionality and capability through multi-disciplined engineering solutions.

- Responsible for leading technical teams in their technical interface with customers, diagnosing needs and opportunities, and preparing detailed technical presentations, with accompanying schedule, labor, and material estimates.

- Regularly provides to customers and senior leadership complete program assessments and detailed information on cost, schedule, and risk.

- Responsible for assessing the state of the art, defining new implementations & concepts, leading, designing, and performing detailed engineering efforts using unique applications of technology and/or multidiscipline teams, including but not limited to providing leadership and participating with a technical team in the conduct of the following tasks:

- Analysis of existing technology applications, processes, and products, taking into consideration costs, life cycle considerations, reliability, maintainability, productivity, and long-term support.

- Performing intensive technology research & evaluation of a broad array of alternative solutions to improve existing implementations.

- Defining and implementing advanced technological implementations and evaluations to provide risk reduction & determine production feasibility of improved and alternate technological implementations.

- Designing, implementing, and achieving operational status of advanced technological and engineering approaches to satisfy customer needs.

- Organizing technical teams of multidiscipline persons to construct a range of technological implementations and solutions for a problem area.

- Participation in multidiscipline design teams and process action team efforts.

- Preparing and presenting design alternatives to a multidiscipline review peer group.

- Preparing and implementing designs that apply multidiscipline solutions achieving breakthrough performance and unique technological applications.

- Responsible for leading technical teams in their technical interface with present and perspective customers through the following activities:

- Insuring strong technical communication and understanding through use of terms, design illustrations, and operating paradigms that are common to the customer experience.

- Gathers, tracks, maintains, and provides detailed technical, cost, labor, material, and schedule information on programs to senior managers including cost, schedule, and technical risk assessments at all stages of implementation.

- Complies with all Executive Director approved MERC-wide policies and procedures.

- Adheres to approved MSP quality management policies and principles, and promotes an attitude of commitment to continuous quality improvement.

- Ensures thorough familiarity and awareness of all MERC core capabilities and with the MERC current and potential customer base.

- During all business-related activities, particularly during customer contacts, remains alert for any problem or opportunity that might lead to additional business for any MERC core business area.

- Whenever possible, uses any available opportunity to promote MERC capabilities and interests to customers and potential customers.

- Submits suggestions for new business opportunities or report identified customer problems or opportunities to the Director of Acquisition Strategy through a Chief Engineer.

Required Qualifications

- US Citizenship is required.

- Ability to obtain and maintain a DoD Security Clearance.

- A Ph.D. degree in electrical engineering or an engineering degree in a discipline directly related to Electronic Warfare from an ABET accredited School or College of Engineering and 9 years of directly related experience; or a Master’s degree in same and 14 years of directly related experience; or an undergraduate degree in same and 15 years of directly related experience.

- Nine years of technical lead responsibility.

Preferred Qualifications

- Serves as a leader/subject matter expert on MERC's Electronic Warfare (EW) programs.

- Requires extensive knowledge of all aspects of Electronic Warfare. The individual will support a variety of tasks that include integrating system enhancements and new technology into EW systems, understanding tradeoffs in software defined radio designs and how to integrate and test solutions, designing and analyzing algorithms to insert into software block cycles, and RF system level analysis.

- Provides technical advice to internal leadership and our customer on our current project portfolio as well as in future strategic technology directions.

- Specific desired qualifications include:

- Digital Signal Processing (DSP) - modeling and algorithm development

- Digital and VHDL firmware design

- Previous Analyst Experience

- Strong Mathematical skills

- RADAR experience

- Passive Detection Systems experience

- Experience in highly adaptive, software defined, hardware enabled systems, which support multiple missions and domains including Electronic Warfare, RADAR, SIGINT, EO/IR, COMMs, and IFF among others. Candidates need to be self-motivated, systems thinkers that thrive in a multi-tasking environment and can work as part of a team to create program wins and help shape the future of electronic warfare and multi-function sensor systems at MERC.

- Electronic Warfare Systems Engineers work on multiple tasks including but not limited to:

- Mission Data Load (emitter) programming

- Development/Operational Test Data Analysis

- Review and help execute test procedures

- Investigate problem trouble reports

- Support to customer test events

- Design hardware for EW Hardware in the Loop (HITL) test systems

- Conduct systems engineering for EW HITL systems

- Debug and test of EW HITL systems

- Systems Documentation

- MATLAB Algorithm/Model Development

- In-depth data Analysis

- Requirements generation

- Supporting Firmware, Integration and Test and Software teams

- Developing as a mentee to Multi-Function Systems subject matter  experts and technical leads

- Supporting Embedded systems

- Tasks involved in this position are highly technical and focused on electronic warfare; RF emitters and antennas, their use and limitations; and the computing systems that are used in this domain.
